NeIC open-ness policy means that SG minutes should be on the public page. Previous meeting minutes approved.

3. EISCAT_3D Project Status

3.1 Background

Slide presented by Craig.

For example, there is the OpenSpringer "The Science Case for the EISCAT_3D radar". Over 4000 visits?

What are the large conferences/meetings where the larger communities gather for EISCAT_3D type disussions? AGU and JPGU meetings.

There is also the "EISCAT Symposium" e.g. in South Africa and Japan lately.

The EISCAT_3D project is on track...

Kickoff meeting completed and hiring in progress.

4. E3DS Project status

5. Review of the Action list

5.1 Background

  • The actions list is updated as deliverables are planned.

5.2 Discussion

The actual details of editing the action list are a bit cumbersome. Sometimes the list is a bit outdated. The project group meeting minutes are more useful.

5.3 Decision

This is the "least-worst" solution and will continue to be used to the end of the project.

PM will add the outstanding deliverable documents, SG meeting, Stakeholder meeting.

AP: PM Will back-date items like previous Stakeholder and SG meetings.

6. Document MD-3 for Approval

6.1 Background

  • Document sent to SG 2017/04/19 and 2017/09/10

6.2 Discussion

Comment on Table 2.

Page 9: comments on the real-time visualization vs. visualization of processed data. (Cleared up by Craig)

6.3 Decision

The SG accepts the document, with the comments as follows.

A correction to be made on page 8, table 2. Add a sentence that clarifies that the "User request" computing tasks can be performed over a longer period of time with less computing power. i.e. so long as the time-integrated total is constant. The concern is that it can be interpreted that a 500 TFLOPS system is a base-line hard requirement.

7. Document MB-4 for Approval

7.1 Background

  • Document sent to SG 2017/04/25 and 2017/09/10

7.2 Discussion

This document was "overtaken by events". The PfP prorject had a very accelerated timetable and this document was left behind a bit. It is a useful template for the future procurement for the sites.

7.3 Decision

The SG will accept this document once the typos (some references did not compile) and UiT should be corrected.

8. Document Discussion MA-4

8.1 Background

8.2 Discussion

MA-4 developed along with EISCAT people to be a useful procurement document in the future. Based on the UNINETT Sigma procurement doc for their data centre. Comment from EISCAT that this level of detail in translating from NO procurement to EISCAT_3D data centre requirements may not be necessary. The EISCAT_3D project leader and contracts manager are to be hired.

8.3 Decision

MA-4 deliverable could be fulfilled for EISCAT by gathering the procurement docs from NO, SE, FI and putting them onto a defined place for future reference. For the future EISCAT_3D project leader and contracts manager.

We need to confirm from FI, SE that their docs may be made public? Alternative is to deliver directly to EISCAT internal place.

9. Next documents - Project plan

9.1 Background [1]

9.2 Discussion

MA-5 "Recommended solutions for the operation and data centres"
The project group thinks that the solutions should be up to the computing centre people. And the actual requirements on what is going to run are still unknown. The requirements can be quite detailed, for example the Ops centre file system is it a Posix file system or Object store? We need this for budgeting work as speedy systems cost more. The comment from EISCAT is that this is a useful document but to keep this for follow-on project.
MB-3 "Project revision after EISCAT Council meeting"
Comment from the PM is that this document does not really make so much sense as the only EISCAT council meeting that could have any relevance on this E3DS project has come very late. We should just delete this one.
MB-5 "Update requirements and provide input to procurement plan for EISCAT_3D core/remote site"
The procurement plan for the e-infrastructure for the EISCAT_3D core/remote site does not exist yet so giving input impossible. Keep though for later.
MC-2 "Report identifying work packages and interfaces, required IT expertise at different stages of the implementation."
Referencing the other document that referred to work packages and interfaces for the test sub-array. We (NeIC and EISCAT_3D) are not at a stage where this document can be written. Keep for later.
MC-3 "Report on possible solutions for recruitment of the different experts needed for construction and commissioning of EISCAT_3D."
This document is underway and is a compilation of the efforts required from national providers and other similar experiments to run their e-infrastructure. Received data from NO, NT1, FI and contact with LOFAR. Other experiments? None come to mind straight away. The current content of the document is good.
MD-1 "Report on the requirements for the EISCAT_3D data archive."
Comment from EISCAT that the ENVRI is not a requirement but that they participate and could withdraw. The ENVRI regs are recommendations and not rules. This document can mainly reference the relevant parts of the ENVRI work. Will investigate the recommendations on citation and PIDs. Also useful to define is the service/consumer border. Defining options on what should be on the service provider and what is on the EISCAT_3D collaboration. A higher level service with more layers... costs more people.
MD-2 "Report on requirements for user’s access to the data archive."
Frpm the project group: What would be useful is more info on the AAI etc required for users access to the data archive. Clarified that the data archive(s) are the data centres and not the online disk buffers etc. That's a whole other question of how to access. Look at the AAI but not duplicating work done in the new "EGI" CC.

10. Preparations for EISCAT_3D Support handover in mid-January 2018

Tomasz shows the NeIC process.

A new negotiation can take two years.

SG can request continuation.

If request a continuation, what needs to be done. Specifically?

EISCAT expresses interest to continue either with new project or continuation as the benefits are realised and also to avoid a lengthy process. A two year delay now would not be good.

For the future directions, taking into account the presentation on the hand-over EISCAT expresses interest to continue either with new project or continuation as the benefits are realised. The date is quite secure and the location preliminary.

PM to contact UiT for advice on meeting in centre or at the University.

A field trip to the Ramfjordmoen/Skibotn sites planned.

Craig will have a vehicle anyway.

Will need to travel the day before anyway.

Yasunobu can join by tele/video conference..

(Additional late opinion from me... usually facilities in hotel/conference places are rubbish for this and if we don't want to spend time fighting Skype/zoom/webex etc etc on a laptop then going to the University is the best bet. It's only 10min by bus from the centre.)
